Mihail Dumitru's portfolio since taking over the Ministry of Agriculture and Rural Development (late December of 2009 and until March 31), represents 30 ministerial decrees published in the Official Gazette.
Also at the same time, the MARD has developed 36 projects acts (laws, emergency decrees, government decisions).
All these are related both to regulate the sector and create conditions for the functioning of European funding programs, thereby increasing the absorption rate of EU funds.
There were also efforts to help farmers and research institutes, but also to address the issue of arrears to farmers. Reorganization began research and development institutes under the law 45/2009. Hitherto been approved by the Government decisions on the reorganization of three research institutes: Dancu Station in Iasi, Research Station for Viticulture and Winemaking Bujoru Development and Research and Development Institute for Agriculture and Rural Economy Bucharest. Troubleshooting legislation gives institutes on the one hand, a security and stability and wealth, on the other hand can make the future research programs. .
Another project is located in advising ministers GD for distributing the amount set out in Annex EU Regulation no. 1233/2009 of the Commission, producers of milk and dairy products affected by milk crisis.
It has also been developed draft Government decision to establish a state aid scheme for the approval level and conditions of application of reduced excise duty on diesel used in agriculture, Piece of legislation which is now the Ministry of Finance.
To support farmers, MARD is working to be paid all outstanding debts in 2009. Far have been paid 1.21 billion lei in arrears of 1.8 billion lei, due to limited budgetary resources and depletion allocated on first quarter financial ceiling for the Ministry of Finance. In the second quarter orders were issued for 125 million.
Regarding the functioning of European funding programs and increasing the absorption of European funds, a first step was to set a clear timetable of sessions on each measure of NRDP, with time, number of sessions and each session budget . This schedule is required, so anyone wishing to apply for European funds getting to know long before they will be a session on how much and in what time must submit projects. .
As a prospective action, the Ministry of Agriculture and Rural Development will launch later this year two new schemes to support organic farming sector and milk, respectively Specific support scheme for quality agricultural products from organic agriculture" And"Support scheme for milk in disadvantaged areas.
These two financial aid, the priority for 2010, are funded EAGF Romania following the decision on the implementation of Article 68 of Regulation (EC) 73/2009 which stipulates that Member States may use up to 10% of national ceilings payments Community direct specific aid in various priority sectors, within the limits of regulation. The two schemes were already notified the European Commission, to be developed by MARD application procedures.
In addition, MARD has an ongoing World Bank project to rehabilitate the irrigation system, which will still be rehabilitated 100,000 hectares. Currently the loan agreement is signed, there were projects and completed auctions. Contracts to be signed and begin implementation.
